Markup and toolset fixes

• Count stays active between clicks, continuing the same numbered series until you finish counting.
• Grouped tools preserve text boxes, callouts and rich text. Circle-and-diagonal symbols keep their geometry when saved and placed again.
• Drag a drawing selection into an editable toolset to save it without moving the original. Adding a tool preserves existing saved toolsets.
• Interactive stamps now have Bring to Front, Bring Forward, Send Backward and Send to Back controls, independent of the placement questions.
• Hollow shapes are easier to select through their unfilled interiors, and No Border is retained when saving and reopening.

Drawing workflow

• Reorder document tabs and review or change PDF order before combining files.
• Zoom up to 1,000% and use Cloud+ to draw a cloud with an editable text callout.
• Find Create Interactive Stamp and Open Stamps Folder under Tools → Stamp.
• Closing a tab while PDF text work is pending no longer applies stale results to a closed document.

Optional Teams administration

License Manager 1.0.3 adds an optional per-computer seat allocation setting. Per-employee allocation remains the default, with existing rights and registered computers preserved. The administrator must explicitly choose the optional policy; insufficient capacity leaves the current policy and users unchanged. Existing Collaboration Host 1.6.15 remains compatible.
